At the start of both the tutorials I have read on Managed DirectX there is a paragraph on what you need to get before you can start coding, and this is mine.

To start off, for those of you who are reading this pre-XP you're going to have to get the .NET framework v1.0, as well as the .NET framework v1.1.

You will also need the DirectX 9.0 SDK(as of writing the current version is 9.0c or Feb 2005 Update).

Now this is where both tutorials would say and buy a copy of Visual Studio .NET 200X and as there is currently VS .NET, VS .NET 2002, VS .NET 2003 and VS .NET 2005 is currently in its second beta phase, I'm thinking that the constant requirement to upgrade your IDE environment is a bit costly I'm going to recommend and will be using for ALL my tutorials #Develop.

#develop (short for SharpDevelop) is a free IDE for C# and VB.NET projects on Microsoft's .NET platform. It is open-source (GPL), and you can download both sourcecode and executables from there site.

And that's now have all the software you need to start writing Games @ home. I have to start writing my tutorials on DirectX now.
